Requirements

Building permits are required to authorize new construction, alterations or additions to a building or structure. There are several different types of permits: building, electrical, mechanical, plumbing, grading, demolition, mobile park (i.e. mobile home install, awning, deck, cabana), mobile home install (private lot). By State Law, virtually all construction including minor modifications requires permits of one type or another.

  1. To ensure proper release of permits, Photo IDs will be required at issuance.

  2. All listed property owners must sign the Property Owner Acknowledgment form when submitting.

Minimum Requirements

At a minimum, a permit submittal will contain:

  • Signed Permit Application

  • Complete Site Plan

  • 2 copies of details/plans

  • Property Owner Acknowledgment Form

  • Contractor’s Worker’s Compensation or Owner/Builder Forms

  • Deposit or Fee made payable to the "County of Imperial"

Other documents and/or approvals may be required.

Permits take a minimum of 2 weeks to process. Additional time may be required for department/agency approvals and/or additional plan check review of corrections.

Building Permit

  • Complete Building Permit Application with accurate site plan. (minimum of 2 sets of plans).

  • Calculations and Energy Compliance - C.E.C. Title 24 (for all room additions and new construction, whether it be residential, commercial or industrial, need construction plans are needed showing floor plans, elevations, etc.) (need to be approved or wet signed/sealed by energy consultant).

  • Contractor information and/or Owner/Builder Verification Form (forma español disponible).

  • School Facility Form (No matter size of new construction or additions) .

  • County Potable Water Agreement and Water Service Form from IID will be required for new structures/remodels and plumbing permits that do not have City water.

  • Public Works (encroachment and/or driveway permit).

  • Environmental Health Services-septic tank/leach field & reserve leach field percolation test is required.

  • Fire Department-water system location and size, if fire hydrants aren’t available (4000 gallon minimum-residential) Commercial & Industrial to be approved by Imperial County Fire Department).

  • Zoning Approval.

  • Architectural Review Committee Approval for the Salton City/Desert Shores Areas & Vista Del Mar Homeowner’s Association review.

  • AG Commissioner/APCD-weight and measures if applicable.

  • Landscaping is required for residential, commercial & industrial area. Contact a Planner for this information.

  • If replacing electrical services or new service-what is amperage size?

Manufactured Home on Private Lot

  • Contractor information and /or Owner/Builder Verification Form (forma español disponible)

  • School Facility Form (No matter size of new construction or additions).

  • 433 A Form must be completed for permanent foundation with a check made payable to Housing Community Development ($11.00 per unit) and a check made payable to County Recorders Office for $14.00 for recordation.

  • Engineered plans that say permanent foundation (state approved or wet signed/sealed by engineer).

  • If not on permanent foundation, engineered tied down plans will be required .

  • County Potable Water Agreement (with a check of $24.00 made payable to County Recorder for recordation and a check for $5.00 made payable to the County Of Imperial for notary fees) and Water Service Form from IID will be required for new structures/remodels and plumbing permits that do not have City water.

  • Public Works (encroachment and/or driveway permit).

  • Environmental Health Services-septic tank/leach field & reserve leach field, percolation test is required if not public sewer system.

  • Fire Department-water system location and size, if fire hydrants aren’t available (4000 gallon minimum-residential) (Commercial & Industrial to be approved by Imperial County Fire Department).

  • Transportation Permit needed if mobile home and/or manufacture home are transported on County Roads ($16.00 per unit).

  • Architectural Review Committee Approval; Salton City/Desert Shores Areas & Vista Del Mar Homeowners Association Review.

  • Pre-inspection will be required for 1974 or older mobile homes.

  • Zoning Approval.

As the lead agency for the State of California under the California Code of Regulations, Title 25 Housing and Community Development, Chapter 2 Mobile Home Parks Administration and Enforcement, the Imperial County Planning & Development Services Department oversees the construction, use, maintenance and occupancy of mobile home parks, mobile home lots, permanent buildings, accessory building and structures.
